Family-owned, five-star housebuilder, Bloor Homes, is preparing outline proposals for a residential neighbourhood at a sustainable location on the edge of Spondon, Derby.
The proposed new neighbourhood would include:
- Up to 250 high-quality market and affordable homes.
- Around 45% would be provided as affordable homes, including shared ownership homes that would appeal to first-time buyers.
- Potential to provide accessible homes or bungalows as part of the housing mix.
- A gas-free development with all homes built to be net zero carbon-ready, including air source heat pumps, solar panels, uprated insulation and EV charging infrastructure.
- A landscape-led approach to development, with around two thirds of the site area retained as open space, including the retention of the vast majority of existing trees and hedgerows, as well as extensive planting of new trees and wooded areas.
- Extensive public open spaces, including a network of walking and cycling routes providing connections to existing public rights of way in the wider area.
- Children’s play areas for new and existing residents.
- The potential to provide a new sports facility or community space, with local feedback welcomed on potential uses.
- Bird nesting bricks or boxes in every new home and hedgehog highways between gardens.
- A package of investment to support local services, to be determined in consultation with statutory consultees such as the local NHS Integrated Care Board, education and highways authorities, and others.
A focus on sustainability and biodiversity
The proposed new neighbourhood at Locko Road would be a gas-free development with new homes incorporating air source heat pumps, solar panels, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of Net Zero Carbon-ready homes.
We want to deliver a high-quality, healthy new neighbourhood, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Around two-thirds of the overall site area will be retained as open space, and existing mature trees and hedgerows will be retained. New landscape planting will deliver a significant increase in tree cover across the site, as well as reinstating historic hedgerows that had been lost to intensive agriculture. The sustainable drainage scheme for the site will deliver high quality wetland habitat. This landscape-led approach will respect the surrounding countryside, while seeking to deliver biodiversity net gain of at least 10%.
Bloor Homes is a member of the Homes for Nature programme which will see the installation of nesting bricks or boxes in every new home and hedgehog highways between gardens.
Sports or community space
As part of the emerging outline masterplan for the neighbourhood, an area is proposed that could provide a sports facility, such as potential cricket uses, or community space. We would welcome feedback from the local community on potential uses of this space.

Pre-application community consultation and EIA Screening Request
Early 2026An opportunity for local people to help shape the emerging plans. An Environmental Impact Assessment (EIA) Screening Request will also be submitted to Derby City Council to seek guidance as to the requirement and scope of a Environmental Impact Assessment (EIA) as part of the future outline planning application.
Outline planning application
Spring 2026We will submit an outline planning application for our proposed new neighbourhood to Derby City Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.
Statutory consultation
Spring 2026Derby City Council will carry out Statutory Consultation on the submitted outline plans, seeking feedback from statutory bodies such as the local NHS Integrated Care Board,, education providers and highways authorities, as well as members of the public.
Outline planning application determined
In line with Derby City Council planning timescalesDerby City Council will make a decision on our outline planning application.
Reserved matters planning applications
Estimated 2027Should outline planning permission be granted, we will then prepare detailed Reserved Matters planning applications for the new neighbourhood. This would involve further consultation with the community on these matters of detail prior to the Reserved Matters planning application being submitted.
